SBIR/STTR Authorization

Important Information Relating to the Status of SBIR/STTR Authorization

Congressional authorization for the SBIR and STTR programs ends September 30, 2022.

If Congress reauthorizes the program by that date, then the DOE’s SBIR/STTR programs will continue its normal operations. Our FY 2023 SBIR/STTR solicitation schedule can be found here:

If the SBIR/STTR programs are not reauthorized by September 30, 2022, then DOE will not have the authority to operate the SBIR/STTR programs. Applicants will be impacted as follows:

  • DOE will no longer have authority to issue or continue SBIR/STTR Funding Opportunity Announcements (FOAs).
  • The FY 2023 SBIR/STTR Phase I Release 1 FOA, issued on August 8, 2022, will be suspended or cancelled by September 30, 2022, and resumed or reissued after the SBIR/STTR programs are reauthorized.
  • The following SBIR/STTR FOAs will not be issued until the SBIR/STTR programs are reauthorized: FY 2023 Phase II Release 1, FY 2023 Phase I Release 2, and FY 2023 Phase II Release 2.

For current awardees, if you received a SBIR/STTR award prior to October 1, 2022, your award will not be impacted by the authorization lapse. You will continue to conduct your award per the award terms and conditions. Services provided through DOE contractors such as technical and business assistance (TABA) or Energy I-Corps training will continue to be offered. Phase I PI meetings will also continue to be held.
