Florence Carr

Florence Carr is the Cybersecurity (CS) Specialist Lead for the Office of Science, Small Business Innovation Research (SBIR), and Small Business Technology Transfer (STTR) Programs. She joined the SBIR/STTR Programs in November 2023. She is responsible for the development, management, and oversight of the SBIR/STTR CS Due Diligence Program.  The program also offers training, education, and guidance to support implementation of the required Cybersecurity Performance Goals (CPGs) of SBIR/STTR applicants and awardees. She, along with her outstanding CS team (Richard Rosenblatt and Jonathan Jack – Contractors) ensures that the SBIR/STTR awardees have sufficient CS business practices implemented and are within an acceptable level of risk to be eligible for an award. The CS Team will also conduct audits per award terms. Richard Rosenblatt (CON)

Richard Rosenblatt is part of the Cybersecurity (CS) Team for the Office of Science, Small Business Innovation Research (SBIR), and Small Business Technology Transfer (STTR) Programs. He joined the SBIR/STTR Program in April 2024. He is responsible for assisting with the development and administration of the SBIR/STTR CS Due Diligence Program which manages the foreign security risks associated with SBIR/STTR Programs. Other key responsibilities include evaluating CS self-assessments, as well as developing and delivering CS training for applicants/awardees and  support audits of CS self-assessments. Jonathan Jack (CON)

Jonathan Jack is a Cybersecurity Specialist for the Office of Science, Small Business Innovation Research (SBIR), and Small Business Technology Transfer (STTR) program and is responsible for review and evaluation of SBIR/STTR applicants/awardees to determine eligibility for award.
