Grant Applications from Universities and Other Research Institutions for Fusion Energy Sciences (FES) Program Areas

Initial contact: Prior to submission of an application for a new, renewal, or supplemental financial assistance award for research under the FES program, potential applicants are encouraged to contact the FES program manager whose areas of responsibilities most closely match the topic of your proposed research. Contact information is provided in the FES organization chart and in the FES program area topical descriptions located in the Continuation of Solicitation for the Office of Science Financial Assistance Program.

Pre-application: Based on your interaction with an FES program manager, you may be asked to submit a pre-application, which will be reviewed by FES to determine whether the proposed research fits within the purview of one of the FES program areas. Based on the review of the proposed research within the pre-application, the applicant will be either encouraged or discouraged to submit a full application. Pre-applications should be submitted using the DOE SC Portfolio Analysis and Management System (PAMS) website in response to the Continuation of Solicitation for the Office of Science Financial Assistance Program Funding Opportunity Announcement (FOA) under the appropriate FES program area. The FOA document provides additional submission instructions and guidance on the recommended structure of the pre-application. In addition to the standard information described in the FOA, please also include a rough cost estimate and duration of the proposed work. The provided information will be used to determine applicability of the proposed research to the FES program area for which it was submitted, as well as to enable FES program managers to begin planning for the peer review process.

Timing of full application submission and award: There are no submission deadlines under the Continuation of Solicitation for the Office of Science Financial Assistance Program, for all Office of Science programs, and applications may be submitted at any time. However, if funding is desired during the current fiscal year, FES recommends that pre-applications be submitted before November 15th and full applications be submitted before January 31st. All encouraged applications will undergo external peer review based on procedures set down in 10 CFR Part 605. The recommended schedule allows sufficient time for the review of applications by a panel of expert evaluators, the making of funding decisions, and the processing of financial assistance awards. For applications received after January 31st, there may not be sufficient time to make an award before the end of the fiscal year.

Typical term of support: The usual term for financial assistance awards made by FES is three years, divided into one-year budget periods.
