The ISC Human Resources Services develops and implements a comprehensive human capital program to facilitate the acquisition, development and retention of a technically competent, diverse workforce that meets the mission requirements and strategic performance objectives of SC. HRS executes the full range of delegated authorities from the Office of the Chief Human Capital Officer to perform the following functions:

  • Provide direction, consulting and operations support to SC-ISC, SC-HQ and supported SC Site Offices in human capital management.
  • Provide advice and counsel in maintaining an organizational structure that effectively addresses roles, responsibilities and mission requirements.
  • Develop and implement appropriate workforce management strategies to recruit, develop and retain a highly skilled, diverse workforce.
  • Administer an employee performance management program, including rewards and recognition, and provide related guidance to managers, supervisors, and employees.
  • Provide employee development information to assist supervisors and managers in ensuring that employees are technically competent and proficient in the execution of assigned duties.
  • Provide guidance to employees and supervisors in resolving employee relations issues via the Employee Concerns Program.
  • Counsel employees on benefit programs and administer quality of work life programs, such as family friendly leave, telecommuting and alternative work schedules.
  • Promote diversity along with a culture of inclusion, respect, and a harassment-free workplace. Ensure equal opportunity and Employee Concerns Program for all employees and applicants.
