Mission

The CSC provides essential administrative, business, and technical support and services to SC and SC Site Offices in support of the Site Office mission to administer the Management and Operating {M&O) contracts for the ten SC national laboratories. Through the CSC's services and customer support, Site Offices can effectively and efficiently oversee performance of the M&O contracts to further advances in the fields of science, engineering, and technology for our nation.
Services are delivered with the utmost consideration given to achieving a high-level of customer satisfaction. Preparation of agreed upon deliverables is driven by quality, timeliness, professionalism, and satisfying customer expectations. Services rendered reflect respect and consideration for line management responsibility and associated accountabilities held by all SC staff.

Function

Support functions that can be shared across the Sites are generally managed by the CSC, which allows SC to meet those needs more efficiently by sharing resources across the field. The CSC provides crosscutting support in fundamental areas such as funds management and access authorization as well as making available numerous services including subject matter expertise in environmental compliance; safety and health; safeguards, security and emergency management; quality assurance; real property and infrastructure; financial management and evaluation; procurement; grants and cooperative agreements; contractor industrial relations; employee concerns; and information management. CSC-managed resources are based in Lemont, IL and Oak Ridge, TN.

The CSC Manager bears responsibility for Equal Employment Opportunity, Diversity, and Inclusion advisory services in support of the SC field enterprise. The CSC also provides enterprise-wide solutions for training and employee development initiatives, including but not limited to supporting the successful management and implementation of the Department's Technical Qualifications and Oversight Training Programs. Enterprise-wide services also include the Science Management System (SCMS) Operations Center located in Oak Ridge. Additionally, the CSC hosts the SC-wide Network Operations Center managed by SC Information Technology staff and the DOE-wide Payment Services Center managed by the Office of the Chief Financial Officer (CFO).

The SC Field Operations structure is based on the site offices staffed with functions needed on-site day-to-day to administer the Management and Operating contract and provide oversight of the work. The CSC provides this kind of support in numerous functional areas including acquisition and financial assistance; environmental compliance; safety and health; safeguards and security; quality assurance; real property and infrastructure; organizational performance; legal; human capital, financial, information management, and public affairs. The CSC also serves customers in SC Headquarters as well as other DOE programs in the areas of procurement, and financial assistance.

Location

The CSC is a virtual organization comprised of the combined support capabilities of offices in Chicago, Illinois, and Oak Ridge, Tennessee.
