Energy Savings Performance Contracts (ESPCs)

Energy Savings Contracts (Utility Energy Savings Contracts [UESCs] and Energy Savings Performance Contracts [ESPCs]) allow federal agencies to accomplish energy projects for their facilities without depending on special appropriations to pay for the improvements. The contractor conducts a comprehensive energy audit and identifies improvements that will save energy and reduce utility bills at the facility. They also guarantee that the improvements will generate enough savings to pay for themselves over the life of the project. The Office of Science’s Center of Excellence for UESCs and ESPCs was established at the ISC to facilitate the Department’s use of Energy Savings Contracts by creating a legally sufficient and user friendly program.

The Center of Excellence provides:

  • Policy guidance, clarifications, research, templates, and other assistance associated with UESCs and ESPCs.
  • Independent reviews of acquisition plans, competitive acquisition solicitations, pre-negotiation plans, and award documents.
  • Sharing of lessons learned from the UESC—ESPC award process.
