Dr. Horwitz joined the Material Science and Engineering Division at the Basic Energy Science Office of the Department of Energy in April 2003.

From 1989 to 2003, Dr. Horwitz was a staff member at the Naval Research Laboratory (NRL) in the Surface Modification Branch of the Material Science Division. His research at NRL focused on laser/material interactions relevant to the pulsed laser deposition of multicomponent thin films. The work included the deposition and application of electronic ceramic materials in addition to organic and biological thin film materials.

He has served as vice chair and chair for the Gordon Research Conference on Laser Interactions with Materials and co-chair for the 5th and 6th International Conference on Laser Ablation.

Dr. Horwitz has published over 125 papers and is co-author on five patents. He also served as NATO Program Director for a Science for Peace project in collaboration with Armenian National Academy of Sciences. He is a member of the American Chemical Society, American Physical Society, and Materials Research Society and serves on the Editorial Board of Applied Physics A.
