Office of Director for Information Technology and Services

  1. Formulates IT and IM goals, strategic directions, policies, priorities, and plans for the SC complex.  Requests, and incorporates as appropriate, input from HQ and Field Offices.
  2. Provides IT related advice to the SC Principals (Director, Deputy Director for Science Programs (DDSP), Deputy Director for Field Operations (DDFO), and Deputy Director for Resource Management (DDRM)) on issues impacting the funding necessary to develop and maintain a robust IT infrastructure throughout the SC. 
  3. Provides IT related advice on matters related to Government Accounting Office (GAO) and Office of Inspector General (IG) audits and investigations, Congressional reporting, Freedom of Information Act (FOIA) and Privacy Act requests.   Identifies problem areas and opportunities and recommends courses of action.
  4. Develops and maintains working relationships with the SC Principals, the Associate/Office Directors, and the SC Field Office Managers.
  5. Oversees and manages the OITS Teams, and ensures they operate efficiently and effectively, thus providing a high level of customer service and quality assurance.
  6. Oversees and manages the IT services and operations of the entire SC IT infrastructure, and oversees and manages the SC IT support contract in collaboration with the IT organizations at Oak Ridge and Chicago.
  7. Oversees, manages, and provides technical direction to the PAMS project.

Program Management Office (PMO)

  1. Provides program management support for all key projects of the Office. Monitors project progress, resource utilization, milestones achieved, quality control, change control, and compliance issues for ongoing mission critical tasks by using best in-class project management methods and tools.  Identifies actual or potential problems and proposes solutions and recommendations.
  2. Participates in reengineering of SC business processes; and recommends how IT can add value in achieving SC missions.
  3. Manages the IT Investment Review Board (IRB) process that results in the IT budget formulation and execution.

IT Financials

  1. Develops the annual operating plans and operating budgets which provide information technology (IT) services to SC programs and offices. Integrates budget decisions with strategic performance goals, objectives, measures, and outcomes.
  2. Ensures that information technology is planned, acquired, and managed in SC HQ and the Field in a manner that complies with Federal regulations, legislation, and DOE and OMB policy.
  3. Executes funds and administers the SC IT budget. Identifies important IT service needs in consultation with staff from SC Headquarters and Field Offices. Provides advice and recommendations to the ITS Director.

Asset Management

  1. Maintains the inventory of all IT assets and manages the property pass process when IT assets need to be taken out of Government buildings.

Records Management

  1. Develops policy for and ensures that SC is in compliance with the DOE Records Management Program and the DOE Information Collection Program. Ensures that records are maintained in an economical, efficient, and effective manner, and appropriately retained and/or disposed of in accordance with federal records management schedules.  Additionally, sets and reviews information management policies generally. Provides advice and recommendations to the Office Director.

Communications and Change Management

  1. Identifies all IT stakeholders and performs a stakeholder analysis to determine the specific IT communication needs of each stakeholder.
  2. Identifies all categories of IT messages and maps them to stakeholders.
  3. Identifies all channels to be utilized in the transmission of messages and maps them to categories of messages and stakeholders.
  4. Identifies IT training needs for different stakeholders.
  5. Develops IT training material and delivers training to IT customers.
  6. Manages the IT Customer Partnership (ITCP) process.
  7. Publishes the monthly IT Newsletter.
  8. Manages SC Intranet content and development.
  9. Reviews and analyzes ITS broadcast communications so that the most appropriate responses may be cleared with the correct tone and strategic messaging for release

IT Planning and Strategy

  1. Develops and maintains the 5-year IT strategic plan that aligns to and supports the Office of Science and DOE strategic plans and mission.
  2. Works with management to design an effective organization to achieve an appropriate balance between current and future mission-related needs.
  3. Responsible overall for IT strategy and governance issues.
  4. Works with the Office of the Director to design an effective organization to achieve an appropriate balance between current and future mission-related needs.

Enterprise Architecture (EA)

  1. Develops SC policy on Enterprise Architecture (EA) for the SC complex. Formulates long-range and strategic plans for Office of Science enterprise architectures and ensures integration with departmental mission goals and initiatives. Performs periodic assessments of the SC complex EA in order to identify process improvement and to ensure policy compliance.
  2. Identifies IT transformation strategies and implementation plans in support of SC mission goals and objectives. Collaborates with IT operations and business management staff from SC HQ, the Integrated Support Center (ISC) and Federal Site Offices. Coordinates with and provides advice and recommendations to the Director, ITS, and IT Directors at Chicago, Oak Ridge and Office of Scientific and Technical Information (OSTI).
  3. Represents SC on enterprise-wide IT programs, project teams and inquiries such as:
    1. Identification, Credential, and Access Management (ICAM);
    2. Open Data Policy & Enterprise Data Inventory (ODP/EDI);
    3. Federal Data Center Consolidation Initiative (FDCCI);
    4. PortfolioStat (IT Portfolio Status and Management);
    5. Inspector General/Government Accountability Office (IG/GAO) Audits

Capital Planning and Investment Control (CPIC)

  1. Oversees, coordinates, and integrates the SC-wide Capital Planning and Investment Control (CPIC) process to support DOE and OMB annual reporting requirements.
  2. Ensures the resulting SC IT portfolio is managed in accordance with The Clinger-Cohen Act, DOE IT Strategy, and all applicable policies, guidance, and regulations.
  3. Conducts and monitors the enterprise IT Portfolio Management processes to ensure IT acquisitions and systems are effectively evaluated, selected and controlled to ensure efficiency and mission readiness. 
  4. Creates and maintains a federated, disciplined capital programming policy that assists the SC IT managers in maintaining an effective Federal IT project portfolio that ensures compliancy and accountability

IT Security

  1. Ensures compliance with all DOE and OMB cyber security related policies and directives.
  2. Establishes, maintains and oversees a cybersecurity risk management program.
  3. Oversees all aspects of the design, development and implementation of SC’s cyber security defenses.
  4. Oversees cyber security operations. Performs continuous monitoring and reports to the Joint Cyber-security Coordination Center (JC3).
  5. Evaluates and establishes, as necessary, cyber security controls to ensure compliance with DOE directives and requirements.
  6. Collects and reports FISMA metrics.

Infrastructure Operations

  1. Provides overall management for SC IT operations, services, and mission-specific systems, including management oversight and technical direction of contractor support in these areas.
  2. Generally oversees all aspects of Network and Data Center Operations for the Office of Science.  Manages the SC network and ensures that it is operating at optimum capacity and reliability.
  3. Executes the continuity of operations (COOP) and/or disaster recovery plans in the case of an emergency.

SC Service Center (SCSC)

  1. Verifies that high levels of customer support are being provided by the SC systems and technical staff; in particular, ensures SC IT customers are supported in an acceptable manner by providing a high level of service and technical capabilities. 
  2. Oversees and tracks the effectiveness of Help Desk and Desk Side support.

Systems Engineering

  1. Manages overall systems engineering and development efforts for SC and ensures the design, implementation, and execution of IT goals and objectives are carried out efficiently and effectively.
  2. Develops infrastructure optimization and modernization plans.
  3. Designs the continuity of operations (COOP) and/or disaster recovery solution to be used in the case of an emergency.
  4. Provides awareness, hands-on training and training guides/manuals for new information systems solutions to SC user community
  5. Prepares SE computing environment(s) for inclusion of new information system solutions as well as application of maintenance enhancements and fixes
  6. Executes transition and rollout of new information system solutions into SC Production (PROD) environment
  7. Verifies maintenance enhancements and fixes to be applied to PROD environment
  8. Tests monthly system upgrades, and monthly Microsoft updates before making these available for the user community

Systems and Application Development

  1. Provides support for the latest software and web technologies, using industry best practices as well as a defined Software Development Life Cycle (SDLC) methodology for building, maintaining, and hosting Web applications and Web sites.
  2. Performs research, new development, modification, reuse, re-engineering, maintenance, or any other activities that result in the finished application.
  3. Manages systems and applications development, testing, implementation and maintenance.
  4. Ensures all systems and applications, new or legacy, are optimally supported and maintained to achieve business goals.
  5. Oversees, manages, organizes, designs, and maintains the SC intranet and internet.
  6. Manages the content of the SC-4 and SC-45 intranet, portal site and sub-sites.
