Director Biography

Dr. Vasilios Kountouris, Director for Information Technology and Services

Dr. Vasilios Kountouris was appointed Director, Office of Information Technology and Services within the Office of the Deputy Director for Resource Management in 2012. In this position, Dr. Kountouris has responsibility for information technology resources, is leading the effort to create an OneSC IT Environment, and is leading the Portfolio Analysis and Management System (PAMS) project.

Dr. Kountouris brings over 25 years of technical and management experience in Information Technology, Program Management, Business Development, Business Processes and Enterprise Architectures (EA), Service-Oriented Architectures (SOA), IT and Communication Strategy, Complex System Requirements Specification, Design, Development and Integration, Quality Assurance, Infrastructure Consolidation, Network Management and Operations, Telecommunications Operations Support Systems and Processes, and Systems Engineering.

Prior to joining the Office of Science in 2010, Dr. Kountouris was a Senior Manager with Deloitte and BearingPoint, where he provided IT management consulting services to clients in the private and public sectors. While in Deloitte, Dr. Kountouris served as a technical advisor to the Electronic Health Record (EHR) program of the DoD’s Military Health System.  While in BearingPoint, he managed multi-million dollar engagements and served as the Program Manager for the Government of Ontario, the Royal Mail Group, the American Red Cross, the National Institutes of Health (NIH), and other clients.

From 1998 to 2005, Dr. Kountouris held two positions with Spirent Communications. First, as the Senior Director of Software Development, he architected and managed the development of three network and performance management systems, which were marketed and sold to large and small telecommunications service providers around the world. Second, as the Director of Marketing he did the due diligence and negotiated an OEM agreement with Vidus, a UK company, to resell their Field Force Automation system in the US.

Previous to this, Dr. Kountouris held various positions as Director of Software Development for Bell Atlantic, as Project Manager for MAXM Systems Corporation, and team lead for Axel-Johnson, Inc.
Dr. Kountouris has also performed basic research in the areas of robotics, modeling of biological neural networks, and software engineering, and taught graduate and undergraduate Computer Science courses in the areas of Software Engineering, Distributed Systems, Database Management and Design, and Artificial Intelligence at the University of Maryland University College, at Southeastern University in Washington DC, and at George Mason University.

Dr. Kountouris holds a BS in Mathematics, an MS in Computer Science, and a Ph.D. in Information Technology. He is fluent in Greek. He is a certified Project Management Professional (PMP) and a member of the Project Management Institute.
