The Field Element Manager:
-
Coordinates with the Program Secretarial Officer(s) to ensure resources are available to implement DOE O 151.1D, Chg. 1, for cognizant sites/facilities/activities.

Ensures an effective, integrated emergency management program is established and maintained.

Designates an Emergency Management Program Administrator to ensure program implementation.
-
May assign a senior Field Element representative to the Emergency Management Advisory Committee (EMAC), which is established by the Associate Administrator, Office of Emergency Operations, National Nuclear Security Administration (NNSA) for Federal-only discussions. SC representation on the EMAC is intended to be two to three SC Field Element representatives).
- Approve the annual site, facility, and activity exercise plan, corrective action plans for external findings, ERAP, emergency mgt plans, All-Hazards Surveys, and EPHAs

Where applicable, pre-designates a DOE employee as the On-Scene Coordinator when DOE/NNSA is the lead agency for Federal responses under the 40 CFR Part 300, National Oil and Hazardous Substances Pollution Contingency Plan or its replacements.

Designates staff to complete the tasks in Procedure 2, Ensuring Planning, Preparedness, and Response for Emergency Management Core Programs, and Procedure 3, Ensuring Planning, Preparedness, and Response for Hazardous Materials Programs.

Conducts appropriate and necessary emergency actions during emergencies.

Notifies Contracting Officers of affected contracts in which to incorporate the CRD of DOE O 151.1D, Chg. 1, and DOE O 150.1A.

Designates an individual to administer the field’s Continuity of Operations (COOP) Program (the COOP Coordinator).

Specifies Delegation of Authority and Orders of Succession for use in the COOP Plan.

Ensures the contractor provides required emergency management and COOP documents to the Emergency Management Program Administrator for review.

Ensures lease agreements with tenants include requirements to report hazardous material inventories and are integrated in the site emergency management program.
The Emergency Management Program Administrator:

Ensures that emergency management program implementing procedures are developed in accordance with DOE requirements and consistent with SCMS subject area procedures.

Coordinates with the Public Information Officer to ensure emergency public information planning is integrated with the development and maintenance of emergency plans.

Ensures the activities of the leased facilities and Nuclear Regulatory Commission licensed facilities identified above are integrated in the site-wide emergency management program.

Requests, as needed, emergency management program assistance from the Associate Administrator, Office of Emergency Operations, NNSA. This is referred to as “program assistance visits.”

Coordinates scheduling Exercises with the Director, DOE HQ Office of Emergency Operations and facilitates coordination and planning.

Coordinates with Headquarters to evaluate the annual facility exercises so that there is an opportunity for an external Departmental evaluation at least every 3 years.
The Public Information Officer:

Coordinates with the Emergency Management Program Administrator and the COOP Coordinator to ensure emergency public information planning is integrated with the development and maintenance of Emergency and COOP plans.

Ensures the development of an Emergency Public Information Plan. It may address both the Site Office and contractor roles and responsibilities and cover all facilities of the site.

If necessary, ensures provisions are in place for the establishment of a Joint Information Center.
The Continuity of Operations (COOP) Coordinator:

Ensures that the procedures supporting planning, preparedness, and response requirements for the COOP Program are developed, implemented, and maintained.

Coordinates with the Emergency Management Program Administrator and the Public Information Officer to ensure emergency management and public information planning is integrated with the development and maintenance of the COOP Plan.

Develops and maintains the Field Element COOP Implementation Plan.

Completes the annual Field Element Continuity Readiness Assurance Report (CRAR) and submits the contractor and Field Element CRAR to SC-HQ and the Associate Administrator, Office of Emergency Operations, NNSA.
