1.0 Introduction

Funding Opportunity Announcements (FOAs) are also referred to as notices of funding opportunities, program announcements, program notices, solicitations, broad agency announcements, research announcements, and notices of program interest. This subject area describes how to issue financial assistance that would result in the award of a discretionary grant or cooperative agreement to support the successful completion of various research program areas being funded by the Office of Science (SC). All non-Federal entities may submit financial assistance applications in response to SC issued FOAs, unless the U.S. Department of Energy (DOE) restricts eligibility in accordance with 2 CFR 910.126 (b), Restricted Eligibility.

The procedures in this subject area start from the point at which the Strategic Integrated Procurement Enterprise System (STRIPES) Requisition Package is received by the Contracting Officer/Grants Management Specialist/Contract Specialist/SC-43 Grants or Contracts Analysts (Procurement Staff) from the Program/Project Official (Program Staff) for the FOA.

Procedure 1. Receive Procurement Request-Authorization (PR) for Funding Opportunity Announcement (FOA)
  • Determine if STRIPES Requisition Package is complete.
  • Assign responsibility for FOA.
  • Advise Headquarters (HQ) Business Clearance Office of FOA, if applicable.
Procedure 2. Develop Funding Opportunity Announcement (FOA)
  • Register in GRANTS.gov.
  • Prepare draft FOA.
  • Obtain final local staffing reviews, as applicable.
Procedure 3. Develop Rating Plan
Procedure 4. Obtain Reviews and Approvals of Funding Opportunity Announcement (FOA) and Merit Review Plan
  • Coordinate staff reviews of the draft FOA and Merit Review Plan.
  • Coordinate Alternate Reviews or Independent Review Board (IRB).
  • Coordinate HCA and/or HQ Business Clearance review, if applicable.
Procedure 5. Issue Funding Opportunity Announcement (FOA)
  • Post FOA to FedConnect via STRIPES.
  • Post notice of FOA to GRANTS.gov.
Procedure 6. Respond to Questions on Funding Opportunity Announcement (FOA)
  • Coordinate questions received on FOA.
  • Issue responses to questions.
Procedure 7. Process Letters of Intent/Pre-Applications
  • Receive letters of intent/pre-applications if applicable.
  • Evaluate pre-applications.
  • Respond to pre-applications.
Procedure 8. Issue Amendment(s) to Funding Opportunity Announcement (FOA)
  • Determine if amendment to FOA is needed.
  • Coordinate development of amendment.
  • Coordinate staff review of amendment.
  • Issue amendment.
Procedure 9. Receive and Conduct Initial Screening of Applications
  • Obtain access to Office of Science Portfolio Analysis and Management System (PAMS) or alternate system housing applications.
  • Conduct initial review/screening of applications.
  • Advise applicants who do not pass initial screening.
Procedure 10. Forward Screened Application(s) to Program Official for Merit Review
Procedure 11. Arrange for Disposition of Official Funding Opportunity Announcement (FOA) Records
  • Upload applicable supporting documents, including staffing reviews, in STRIPES.
Procedure 12. Issue Procurement Request-Authorization (PR) for Award(s) Resulting from Funding Opportunity Announcement (FOA)
  • Determine funding levels for resulting award(s).
  • Authorize funding amounts for each award.
  • Issue STRIPES Requisition Package(s) for award(s) to be made.
